[Bug 1592763] [NEW] No valid host was found. There are not enough hosts available.

Hi,
I am getting following error , when launching VM in openstack.
I am using devstack for compiling openstck.
following error is shown , when I try to launch VM.
"No valid host was found. There are not enough hosts available."
I am using ubuntu cloud image..
one VM instantiate successfully, but second image not able to launch, give above message.
first I thought, it can be issue of my system RAM. but System RAM (DELL
server) is 64 GB.
how to resolve this issue?
cirros images working fine (i tried launching 3 images, it works).
