Title:
  Wrong Allocation Pools will disable the 'Next' button

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  When create a new network, if user give a wrong Allocation Pools by
  typo, then user will get an error. And the 'Create' button turned to
  be 'Next' button and in disabled mode. However, at that moment, even
  user fix the wrong pools, user will still have to go back instead of
  let the user try again at current page.
