  [Hyper-V] VM status keeps shown as RESIZE even if the host of the VM
  is down

Status in OpenStack Compute (nova):
  Expired

Bug description:
  VM status keeps shown as RESIZE even if the host of the VM is down

  Steps to recreate this issue:
  1. Create a Hyper-v VM 
  2. Resize the VM to a larger disk size
  3. During the resizing, shutdown the host of the VM
  4. The VM status will keeps shown as RESIZE

  the VM should be in a status like UNKNOWN.
