[Bug 1177005] Re: XenAPI driver not reporting progress in notifications

the observed issue can be reproduced.

  Only still supported release names are valid (LIBERTY, MITAKA, OCATA, NEWTON).

Title:
  XenAPI driver not reporting progress in notifications

Status in OpenStack Compute (nova):
  Expired

Bug description:
  The following code should be reporting the Progress and Total steps
  for the current spawn operation.

  https://github.com/openstack/nova/blob/master/nova/virt/xenapi/vmops.py#L141
  (bump_progress() in make_step_decorator())

  However, this is not making its way into the notification payload.

  It's not due to the "allowed updates" check
  https://github.com/openstack/nova/blob/master/nova/conductor/manager.py#L90
  since we are getting the notification.

  It actually looks like the updates are simply being ignored for the
  notification.

  Interesting that no test has found this.
