[Bug 1403069] Re: Hyper-V: iSCSI targets not persistent when using V1

Title:
  Hyper-V: iSCSI targets not persistent when using V1

Status in OpenStack Compute (nova):
  Expired

Bug description:
  When using volumeutils v1, iSCSI targets are not marked as persistent.
  For this reason, those will be disconnected when the compute node
  reboots.

  This not only makes attached volumes unavailable, but makes VMs that
  have volumes attached using iSCSI unable to boot.
