  Enable rescheduling for live_migrate,unshelve,evacuate

Status in OpenStack Compute (nova):
  Expired

Bug description:
  Currently only build instance support rescheduling.

  We should support rescheduling for any migration(live_migration,
  unshelve, evacuate) also. There also need resource claim for any
  migration.
