Title:
  DELETE/os-serivce/<id> should judge the service state

Status in OpenStack Compute (nova):
  Expired

Bug description:
  "DELETE/os-serivce/<id>" interface has not judged the deleting
  service`s state. If the state is "UP", the delete operation should  be
  refused. The interface is  a member function of ServiceController
  class in nova.api.openstack.compute.contrib.services.py
