  VMware VC driver reports incorrect value for vcpus_used

Status in OpenStack Compute (nova):
  Expired

Bug description:
  The 'vcpus_used' value returned by the driver when reporting available
  resources is always 0. The VC driver doesn't track number of vcpus
  instead it trackers MHz shares.
