    Lower ML2 message severity.
    
    Logging that a network has no segments as an error
    message when it doesn't impact execution pollutes
    logs.  Lower the message severity to debug.

Bug description:
  ML2 manager, while extending the network dictionary, reports an logs
  an ERROR level message if the network being created has no segments.
  Since this doesn't appear to halt operation, the error message
  pollutes the log file.
