    delete event payload
    
    This fix will allow the delete event to have the required data
    in the notification payload.

Title:
  VIP delete event  payload does not have sufficent information

Status in neutron:
  Fix Released

Bug description:
  Existing context for vip.delete.start only contains loadbalancer id as the payload.
  This will not help if we want to automate few things from designate perspective like deleting records associated with the loadbalancer.

  Since this is delete process, we don't have any other way also to get
  the required info as when the vip is deleted all related information
  is also deleted.
