As per recent review comments on neutron-lib api-ref [1]:

- There should be a space between Normal/Error response codes.
- No trailing comma should exist for a list of codes.

Today we have a number of places in the api-ref .inc files that do not
conform; this defect is to track the clean-up of this formatting.
