  create network with subnet broken for non admins

  Fix Released

Bug description:
  https://bugs.launchpad.net/horizon/+bug/1398845 Broke network creation
  for normal users, that also want to create a subnet.

  The policy check is not the correct one to use, as there is no
  existing network to check ownership against.
