[Bug 1606430] [NEW] Implied Role not supported

Keystone v3 supports a feature about Implied Role in Mitaka.

Implied role is to define a relation between roles.
If role_A implies role_B and a user has a role_A, this user can operate actions which allowed to people who have role_A and role_B. Detail is on that site.
Actually, when we use Openstack, it might need many kinds of roles (not only 'admin' and 'member').
As scale is bigger than before, the number of roles needed will also increase in order to divide rights.
This feature helps operators manage these settings easily.
