Status in OpenStack Identity (keystone):
  Invalid

Bug description:
  For whatever reason, we allow user to allow a user to create a region
  by ID. It was documented in our specs:
  http://specs.openstack.org/openstack/keystone-specs/api/v3/identity-
  api-v3.html#create-region-with-specific-id

  But it's missing in our APIs
