Glyphicons isn't loaded because Horizon doesn't use it. We use font
awesome.

  [Mitaka] Glyphicon font can't load (glyphicons-halflings-regular.woff)

Status in OpenStack Dashboard (Horizon):
  Won't Fix

Bug description:
  After run ./run_tests.sh --runserver 0.0.0.0:9999 the first time, you can't use Glyphicon font in dashboard UI. 
  That is to say , font family 'Glyphicons Halflings' can not be used.
