Title:
  Cisco CSR FWAAS: Multiple FW with same rules and policies

Status in neutron:
  Invalid

Bug description:
  I am testing Cisco CSR FWAAS. In this scenario user is able to create
  multiple instances of firewall with same policy  in same direction.

  Steps to reproduce:
  1. Create a Firewall rule
  2. Create a FW policy and attach rule created in step 1
  3. Create FW with FW policy created in step 2
  4. Create multiple instances of FW with same policy in same direction. Multiple instances of  FW will created with multiple IDs. It will created multiple ACL in neutron router. Only one  ACL will be applied on the interface. This creates a confusion and should be avoided.
