Title:
  MEDIA_ROOT, MEDIA_URL, STATIC_ROOT, STATIC_URL, and STATICFILES_DIRS
  cannot be updated in local_settings.py

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  The parameters MEDIA_ROOT, MEDIA_URL, STATIC_ROOT, STATIC_URL, and
  STATICFILES_DIRS in openstack_dashboard.settings cannot be overridden
  in local/local_settings.py. This is because these parameters are set
  after local_settings is loaded. My understanding is that site
  localization should be done in local_settings.py, so overriding these
  after local_settings is loaded disables this capability.
