  multipathing for iscsi should be enabled by default

Bug description:
  The 'iscsi_use_multipath' parameter indicates whether to use
  multipathing in iscsi. For some reason it's default value was set to
  false, which produces reduced performance.

  This parameter was added in https://review.openstack.org/#/c/17946/
