  l3 router's driver controller is using wrong invalid exception

Bug description:
  many places  at driver_controller are using wrong Invalid exception which has been moved to neutron_lib. For example:
  https://github.com/openstack/neutron/blob/master/neutron/services/l3_router/service_providers/driver_controller.py#L113
