  theming error messages broken and unhelpful

Bug description:
  while adding a theme via settings.py works, the same theme does NOT
  work, when added via local_settings.d

  Compressing... CommandError: An error occurred during rendering /home/mrunge/work/jeff-theme/horizon/openstack_dashboard/templates/_stylesheets.html: Couldn't find anything to import: /themes/default/variables
