  populate image when *Instance Boot Source* is  *boot from
  image(creates a new volume)

Status in OpenStack Dashboard (Horizon):

Bug description:
  Only the raw format image is supported booting an instance from volume.
  So it will be much more clear for user if populate the raw image when *Instance Boot Source* is  *boot from image(creates a new volume)
