[Bug 1619382] [NEW] nova-policy policy check command should allow CLI args for user/tenant/role

This came up while reviewing the change to add the nova-policy command:

There is an issue with the role/user/tenant CLI config options in that
they don't show up in the help for the command because they aren't
arguments, which makes them less than useful since as a user of the CLI
you don't know about needing to set them, at least as far as I can tell.
We should make those CLI arguments/options properly to improve the
usability of this command.
