I don't see why this is an issue. It's a configurable local setting
working as intended.

  volume backup options not enabled by default

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  As volumes backup management functionality is added in horizon through
  blueprint https://blueprints.launchpad.net/horizon/+spec/volume-
  backups, but the options are not enabled by default.

  In order to enable the volume backup management functionality in the
  horizon, the user has to to enable the backup options in /etc
  /openstack-dashboard/local_settings file:-

  OPENSTACK_CINDER_FEATURES = { 'enable_backup': True,}

  
  This option must be enabled by default.
