  Auto-detect if iproute2 allows clean namespace deletion

Bug description:
  An idea came up in https://review.openstack.org/#/c/56114 to auto-
  detect whether iproute2 allows clean deletion of namespaces.  It
  wasn't clear how to do this easily at the time.

  I'm filing this bug to potentially follow up on that idea.
