Title:
  No message is prompted when Gateway IP is set to  IPv4 address  and IP
  version as IPv6  in 'Create Network' window

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Steps to reproduce:

  1. Login to horizon dashboard.
  2. Navigate to Network Topology under Network and select 'Create Network' button.
  3. On the pop up window, provide network name and click next.
  4. In Subnet window, provide a Subnet Name, valid Network address , select IP Version as IPv6 , set the Gateway IP address with a valid IPv4 address and click Next

  Current output:
  No message is prompted to the user to correct the problem in the particular field and Next button simply highlights the Create Subnet checkbox.

  Expected output:
  Useful message should be displayed near the field prompting the user to correct the IP address.
