  duplicate packages in glare

Status in Glance:
  New
Status in Murano:
  Invalid

Bug description:
  While uploading same package to Murano+Glare i see duplicates. But it
  should detect same package and ask for action (skip, upload, abort).

  python-muranoclient 0.11.0.dev6-1~u14.04+mos2
  python-murano 1:3.0.0~b3.dev8-1~u14.04+mos2
  glance-glare 2:12.0.0-3~u14.04+mos12

  Steps to reproduce:
  - Deploy MOS9.0 + Murano plugin
  - murano package-import <FILE>
  - murano package-import <FILE>
  - murano package-list

  Expected result:
  No duplicates

  Actual result:
  There will be two package identical packages
