This file was added in https://review.openstack.org/#/c/185977, but was
not listed in setup.cfg

As a consequence, it is not installed in current RDO packages:
https://bugzilla.redhat.com/show_bug.cgi?id=1377622

Without the file, dibbler-client will not start properly on these
installations, so IPv6 Prefix delegation does not work
