The following tooltip text in Japanese, which is located at "Public"
checkbox is truncated, unable to read the entire message:

デフォルトでは、ボリューム種別はパブリックで作成されます。プライベートなボリューム種別を作成するには、このフィールドのチェックを外してください。

By default, volume type is created as public. To create a private volume type, uncheck this field.
