This is for Mitaka I haven't checked Newton.

A federated user who has admin privileges does not see any projects listed under:
Identity(dashboard)->Projects(panel)(it's fine for non admins)

There are also issues in Identity(dashboard)->Users(panel) and
Identity(dashboard)->Groups(panel). They cannot create/list users or
groups.

I think this is because the entries are filtered by domain and the some
how the 'Federated' domain, which does not exist, causes some issues on
horizon.

I don't think this is a keystone issue because I can list projects with
the CLI.
