  Remove unused column "scheduled_at" from instances from schema

Status in OpenStack Compute (nova):
  Invalid

Bug description:
  "scheduled_at" attribute from Instance model is no longer used. It is removed from data model in newton as a part of this commit
  https://github.com/openstack/nova/commit/5e9df4baf97fd1f495b81d3b8b612e24f344b325

  Hence, now we can remove it from db schema.
