  Error in get revoke_list

Status in OpenStack Identity (keystone):
  Expired

Bug description:
  When we do the action, GET /auth/tokens/OS-PKI/revoked, the following
  things occur:

  ERROR keystone.common.wsgi [-] 'str' object has no attribute
  'strftime', and the real reason is that "expires" is a string not a
  time or datetime type.
