permissions on /etc/sudoers.d/neutron_sudoers file.

Also, moving this bug to neutron project, as it doesn't have anything to
do with fuel-plugin-contrail.

  Failed to add bridge: sudo: no tty present and no askpass program
  specified

Bug description:
  Release :- Liberty
  Adding additional compute nodes

  While launching a VM using the newly added node(By selecting the host
  aggregate that include the new compute node)

  The /etc/nova/nova-compute.log shows below error

  Failed to add bridge: sudo: no tty present and no askpass program
  specified

  From the horizon GUI the generic error of "No valid host" is
  displayed.

  Message
  No valid host was found. There are not enough hosts available.
