Steps to reproduce:
1. go to admin/system/networks panel
2. click create network
3. click the submit button without putting in any data 

You will notice these issues on the modal:

1. Segmentation ID field is marked as a required field but there's no
error message for it. Also, there should be validator to check the value
is a whole number.

2. The value in Admin State field is changed from "UP" to "True".
