    The last element in the alias definition should be split with : not .

Bug description:
  When I try to use the alias in neutron.conf, it fails to start the
  server:

  healthmonitor/ca10a13/logs/screen-q-svc.txt.gz#_2016-10-05_16_23_03_171

  This is probably because setup.cfg entry is ill formed.
