[Bug 1631523] [NEW] The title of subnet tab in create subnet modal is the code name

Steps to reproduce:
1. Create a network
2. Click the name of the network
3. Go to the subnet tab
4. Click create subnet

Note that the title of the subnet tab is shown as
"CreateSubnetInfoAction" but it should be "Subnet".
