[Bug 1632012] [NEW] windows vm password decryption fails when private key is protected with a passphrase

To reproduce this bug:
*) boot a windows vm and specifiy a public key with a passphrased private key.
*) go to instances page and try to retrieve this instance password.
*) provide your private key.
*) you got an horizon alert: could not decrypt password
