    NOVA-DOCKER:Delete 45 docker instanse got neutron errors from dashboard(shutoff/Exited status)

    Unbuntu Kilo 14.04 OS , Kilo docker setup , 1 controller ,2 network node,6 computenode

    [Reproduceable or not]
    Can be reproduced, 
    This issue happened on hihg load configuration only

    [Recreate Steps]
  Reproduce step:

  1 setup openstack ubuntu kilo with novadocker
  2 launch more than 45 docker instanse in each compute node
  3 restart the nova-compute service in one compute node
  4 stop the docker service in one compute node ,then start the docker service
  5 then all the instanse is in shutoff/Exited status

  6 then select all the shutoff/Exited instance to terminate from dashboard ,
  you will got the error "Error: Unable to connect to Neutron"
