  Missing functional tests for ovs_lib ofctl calls

Status in neutron:
  Expired

Bug description:
  ovs_lib functions related to ofctl calls do not have functional tests.
  There are unit tests to mock these functions, but separate functional
  tests are required to verify functions related to flow management (Eg:
  add/delete/dump flows).
