I think we can close this out as far as the gate / CI system is
concerned. We don't see these failures in the jobs that use xenial nodes
anymore, which have newer libvirt/qemu, so we suspect newer libvirt/qemu
was the solution.

Bug description:
  The following message in nova gate test logs shows that libvirt live
  migration can stall on some sort of deadlock:

  Additionally, the libvirt logger thread seems to be deadlocked before
  this happens.
