    Allow POLICY_CHECK_FUNCTION to be disabled
    
    Remove the current defaulting behaviour when it is set to None.

  POLICY_CHECK_FUNCTION is not disable-able

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  The intention is that POLICY_CHECK_FUNCTION should be settable to None
  to disable policy checks, but the current structure of settings.py
  doesn't allow this.
