[Bug 1637262] [NEW] Indicate which hosts are already in an AZ in "all available hosts" list

Public bug reported:

When creating a new host aggregate, the 'all available hosts' list to
the left hand side of the modal window lists hosts which are already
committed to an availability zone. Adding a committed host by mistake
will result in an error.

It would be helpful to indicate or filter out hosts which are already in
an AZ so that the user does not have to re-do the host aggregate create
process.

** Affects: horizon
     Importance: Undecided
         Status: New
