    Default ethertype to IPv4 if Neutron's enable_ipv6 is false
    
    * When OPENSTACK_NEUTRON_NETWORK's enable_ipv6 is set to False set
    * ethertype to IPv4 and also assign IP version of CIDR to IPv4.

Bug description:
  The "ethertype" field in the security group form should default to
  IPv4 if OPENSTACK_NEUTRON_NETWORK.enable_ipv6 is set to False
