    fix credentials backend tests
    
    looks like commit [1] accidentally renamed the file to something
    nonsense. rename it correctly this time

Bug description:
  "?keystone" folder found in openstack/keystone repository with the
  following content : tests/unit/credential/test_backend_sql.py

  This file "test_backend_sql.py" should be in existing
  keystone/tests/unit/credential/ path.
