On the gate, tests that run ovs-appctl ofproto/trace (i.e. simulate a
packet passing through the OVS/OpenFlow pipeline) do not detect that the
packet is unchanged unless the flow states 'unchanged.' This behaviour
does not work in OVS 2.5.0, and was fixed in OVS 2.5.1.

Reproduction: See 'check experiment' tests, fullstack-xenial, test_install_flood_to_tun.
Reproducible on: Ubuntu Xenial, or any installation with OVS 2.5.0.
