Public bug reported:

Currently the Horizon install docs say "pip install ." but this doesn't
honor the upper-constraints pinning that makes things work. The install
command needs to be:

pip install -c
http://git.openstack.org/cgit/openstack/requirements/plain/upper-
constraints.txt?h=stable/mitaka .

(or whatever stable version name is appropriate).
