Title:
  Shelve and unshelve actions should not be available for a  locked
  instance

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  There will be an error message "Error: Unable to shelve instance" when
  a non-admin user tries to shelve/unshelve a locked instance so it
  shouldn't be listed in the action dropdown for a locked instance for
  non-admin users.

  Admin users can shelve/unshelve a lock instance so these actions
  should be available for them.
