Bug description:
The fix from this bug https://bugs.launchpad.net/keystone/+bug/1110435
have create an inconsistency in using the "enabled" field, because
with the fix from this bug, enabled for **user** cannot accept ints as
value i.e. 0 and 1, while in the other hand **project** enabled field
accept both bool and 0 and 1.
What confused me more is that there was a later bug
https://bugs.launchpad.net/keystone/+bug/1167593 that fix something
similar, and fixed support for "enabled" field for user and project.
