[stable/newton] Getting keystone connection error on neutron port
creation with 100 concurrency

With stable/newton,executed below scenario with 100 concurrency and 500
iterations:

 -Create network, subnet
 -Create port (device_owner->compute:None)

For about 61 iterations, the rally scenario is failing with below error

"ConnectFailure: Unable to establish connection to
http://172.17.2.167/identity_v2_admin/v2.0/tokens: ('Connection
aborted.', BadStatusLine("''",))"
