  no error message when deleting disable terminate instance

Status in OpenStack Compute (nova):
  Invalid

Bug description:
  When we try to delete an instance which is disabled terminate, the
  response is ok, but in fact not work, it's very unfriendly and easy to
  confuse user. it may be better to raise an exception that can be
  caught by client.
