    Volume limits and floating ip  graphic label consistency
    
    Change the label over bargraph in create volume,
    extend volume and allocate floating ip modals.
    
    "Number of Volumes -------1 of 2 Used"
    "Total Gigabytes ---------1 of 1,000 GB Used"
    "Floating IP -------------0 of 10 Used"

  volume limits graphic label consistency

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  
  Project > Volumes > Create Volume modal

  The label above the bar graph is not consistent with that on the
  Launch Instance modal.

  Create Volume modal > Volume Limit graphic shows: 
  "Number of Volumes (1) --------------- 2 Available"
  "Total Gigabytes (1 GB) ----------------- 1,000 GB Available"

  Launch Instance > Project Limit graphic shows:
  "Number of Instances ------------ 0 of 10 Used"
  "Total RAM ------------------- 0 of 51,200 MB Used"

  We should use the same wording for both.
